SIGAR Focused on Corruption Threatening U.S. Reconstruction Dollars

Efforts Include Oversight of Programs to Track Dollars Entering Afghanistan, Bulk Currency Leaving Kabul International Airport

Afghanistan is plagued by corruption, and is tied for third as the most-corrupt country in the world, according to Transparency International's annual corruption perception index. Corruption threatens the U.S. military and reconstruction missions, as well as the Afghan government's legitimacy among its own people.

SIGAR investigators are actively involved in uncovering corruption involving misuse of U.S. reconstruction dollars; several SIGAR cases targeting crimes such as bribery and fraud involving non-Afghan citizens have made their way through the U.S. courts, and SIGAR's suspension and debarment program seeks to remove bad actors from the contracting scene.

In addition, a SIGAR audit of U.S. efforts to develop Afghanistan's fledgling financial system and safeguard dollars identified several problem areas -- including difficulties establishing systems (above) to track bulk currency leaving Kabul International Airport.
