SIGAR Audits Find Delays, Cost Overruns in Construction of Two Key ANSF Facilities

Arlington, Va. - The Office of Special Inspector General for Afghanistan Reconstruction today released audits showing cost overruns and schedule delays in construction of the Kabul Military Training Center and the Afghan National Security University.

Both facilities are important to the U.S. objective of building Afghanistan's capacity to provide for its own security. The Kabul Military Training Center is the primary training base for new Afghan National Army recruits. The Afghan National Security University will train Afghan National Army officer candidates.

"Construction in war zones is dangerous, challenging work," said Acting Special Inspector General Steven J Trent. "SIGAR's audits show we can do a better job of protecting American tax dollars by closing gaps in contract administration and oversight. Our recommendations are designed to do just that."

SIGAR's audit of the Kabul Military Training Center found that construction of Phase I and Phase II came in $12.5 million over budget. Phase I was 18 months late; Phase II was nearly two years late. The audit of the Afghan National Security University revealed that the project was $21.3 million over budget and 16 months late.

SIGAR makes recommendations regarding contract administration and planning and seeks recovery of up to $4.3 million for electrical repairs at the Kabul Military Training Center. The reports (SIGAR Audits 12-2 and 12-3) may be found on the SIGAR website at https://www.sigar.mil/.
