SIGAR Announces Arrival of New General Counsel and Selection of New Deputy Inspector General
ARLINGTON, Va. - Today the Special Inspector General for Afghanistan Reconstruction (SIGAR) announced the arrival of Mr. John Arlington as SIGAR's new General Counsel and the selection of Mr. Gene Aloise as SIGAR's new Deputy Inspector General.
In announcing the appointments, Inspector General John Sopko said, "Mr. Arlington and Mr. Aloise bring years of professional congressional and oversight experience to SIGAR. They will make significant contributions toward conducting aggressive oversight to help policy makers in Congress and the Executive Branch during this critical transition period in Afghanistan."
Mr. Arlington is a lawyer with more than 35 years of Federal Government, think tank, and private sector experience. He has particular expertise in congressional oversight and investigations, critical infrastructure protection, bio-security, insurance, transportation, and environmental policy. He has represented the United States in large corporate litigation, served as Chief Counsel to two congressional committees, and spent over ten years in the property and casualty insurance industry. While working on Capitol Hill, he led numerous high-profile investigations, including investigations on the implementation of economic sanctions against Iran; the transition of the U.S. effort in Iraq from the Defense Department to the State Department; the cost and capabilities of the V-22 Osprey; the rise of the Mexican drug cartels and the implications for U.S. national security; the proliferation, operation, and security of high-containment biological laboratories; and the collapse of the financial services sector. In 1998, he was appointed Private Sector Advisor to the U.S. Delegation to the Organization for Economic Cooperation and Development on environmental liability. He served four years in the U.S. Army, including service in Vietnam as an advisor to Vietnamese Army officers in the Central Highlands, and completed his service as an infantry captain. He received his JD from Georgetown University.
Mr. Aloise will join SIGAR in September. He comes to SIGAR from the Government Accountability Office (GAO), where he has 38 years of experience and currently serves as Director in the U.S. and International Nuclear Security and Cleanup Team. He has years of experience developing, leading, and managing GAO domestic and international engagements. His diverse experience includes assignments with congressional committees as well as various offices within GAO. Mr. Aloise has testified before Congress over 50 times and is responsible for hundreds of reports with recommendations that have led to legislative improvements, improved agency effectiveness and efficiency, and identified over $8 billion in financial savings. He has appeared on numerous TV and radio programs, including CBS's 60 Minutes, CNN, BBC, and NPR, and he has frequently been quoted in the New York Times, Washington Post and other major news media. Mr. Aloise received his bachelor's degree from Rowan University and a Master of Public Administration from Temple University. He is also a graduate of the Senior Executive Fellows Program at the John F. Kennedy School of Government at Harvard University.
