SIGAR Issues Warnings on Afghan National Army Fuel Program

SIGAR Issues Warnings on Afghan National Army Fuel Program

Arlington, Va. - The Office of Special Inspector General for Afghanistan Reconstruction today issued two documents warning top Department of Defense officials of issues related to the Afghan National Army's petroleum, oil and lubricants (POL) program:

  • An interim report announcing that the Combined Security Transition Command-Afghanistan does not have accurate or supportable information on how much in U.S. funds are needed for ANA fuel, where and how the fuel is used, or how much fuel has been lost or stolen. SIGAR believes these issues warrant immediate attention, in part because funding levels for ANA fuel are set to increase, and because beginning on Jan. 1, 2013, a substantial portion of purchases for the program will be made through direct payments of U.S. funds to the Afghan government. The report, which makes several corrective recommendations, may be found here: https://www.sigar.mil/Portals/147/files/reports/audits-and-inspections/performance-audits/2012-09-10audit-12-14.pdf
  • An alert letter announcing that SIGAR has been informed by the Combined Security Transition Command-Afghanistan that all records related to the ANA's POL program, from October 2006 to February 2011, had been shredded in violation of DOD and Army policies. The letter, which notes that the matter has been referred to SIGAR's Investigations Directorate, may be found here: https://www.sigar.mil/Portals/147/files/reports/audits-and-inspections/Audit-Alert-and-Special-Report/2012-09-10-alert-12-2508.pdf

A broader SIGAR audit of the ANA POL program is underway and will be published later this year.
