SIGAR Announces Appointment of New Assistant Inspector General for Investigations and New Deputy Assistant Inspector General for Investigations

ARLINGTON, Va. – Special Inspector General for Afghanistan Reconstruction John F. Sopko today announced the selection of veteran federal investigator Douglas J. Domin as Assistant Inspector General for Investigations. Mr.  Sopko also announced the appointment of Sharon E. Woods as Deputy Assistant Inspector General for Investigations.

“Mr. Domin and Ms. Woods are both career federal law-enforcement professionals with extensive experience managing criminal agents and cases,” said Mr. Sopko, a former federal prosecutor. “I am confident that they will make major contributions to our mission of rooting out fraud, waste and abuse of U.S. reconstruction funds in Afghanistan, and to protecting American taxpayers.”

Mr. Domin served most recently as an executive at Science Applications International Corp (SAIC). Previously, he served as a career FBI agent whose work ranged from a posting at the U.S. Embassy, London, to serving as Assistant Special Agent in Charge of the Dallas field office and Special Agent in Charge of the bureau’s Minneapolis Division. In this latter post, Mr. Domin supervised 200 special agents and professional support staff, and was responsible for FBI activities in Minnesota, South Dakota and North Dakota. Under Mr. Domin’s leadership, the Minneapolis Division ranked in the FBI’s top 9 for cases opened, convictions and indictments, in spite of the fact the office ranked 31st in resource size among the FBI’s 56 divisions. Mr. Domin joined SAIC in 2001, after retiring from the FBI. In his most recent assignment at SAIC, Mr. Domin served as Vice President-Account Manager, responsible for maintaining the primary customer relationship for the U.S. Department of Justice and its components, including the FBI, DEA, BATF and Office of Justice Programs. A Chicago native, Mr. Domin served honorably in the U.S. Navy; he earned his bachelor’s degree, with honors, from the University of Illinois-Chicago, and has done graduate work at De Paul University, the University of Southern California, and George Washington University.

Ms. Woods joined SIGAR’s Investigations Directorate earlier this year, and most recently has served as the agency’s Acting Assistant Inspector General for Investigations. She began her career as a Special Agent with the Naval Investigative Service in San Diego in 1986, and the following year joined the Defense Criminal Investigative Service, where she rose through the ranks from Special Agent to top management positions in a career that spanned two decades. She has extensive experience managing special agents posted worldwide, and played a key role in establishing a Defense Criminal Investigative Service presence in Kuwait, Iraq and Afghanistan. She was Special Agent in Charge of the DCIS Southwest Field Office, Arlington, Texas, from November 2003-August 2006; Deputy Director, DCIS, Department of Defense Office of Inspector General, August 2006-January 2008; Director, DCIS, and Principal Assistant Inspector General-Investigations, at the Department of Defense Office of Inspector General, January 2008-July 2010; and Director of Investigations, Office of Inspector General, Defense Logistics Agency, July 2010- April 2012. Ms. Woods graduated cum laude with a bachelor’s degree in criminal justice from Old Dominion University, and earned a master’s degree in public policy from Georgetown University.
